I give to local Brownie pack guide, but I'm not an official member of a guide or ranger groups in my area. As far as having my promise that I can do in the Guide or Brownie meeting, I am officially somewhere?

You can make your pledge of all the directors justified if you want! So, yes - you can do on their Brownie meeting, if you want!
